DBEDT Expects Hawaii 2025 Labor Market Conditions to Remain Stable

According to its recently released 2025 Quarterly Statistical and Economic Report (QSER) for the first quarter, the State of Hawaii Department of Business and Economic Development and Tourism (DBEDT) expects Hawaii labor market conditions to remain stable throughout this year. Hawaii’s unemployment rate, which was the 10th lowest in the U.S. for 2024, is expected to improve slightly. Job increases in the fourth quarter of 2024 reflected gains in both the private sector and government sector.

The state’s overall economic growth is projected at 1.7 percent, lower than previous projections. However, strength in the construction industry as well as the real estate, professional services and healthcare industries and the continued recovery of tourism are expected to contribute to “resiliency” of the state economy even as the domestic and international economic outlook becomes more uncertain.
