Businesses Must Comply With “Safe Access Oahu” Program Beginning September 13

In response to rising COVID-19 cases, the City & County of Honolulu “Safe Access Oahu” program takes effect September 13, 2021, requiring specified businesses to:

• Require patrons as well as employees and contractors to show:
  • Proof of full COVID-19 vaccination (by hard copy or photo/digital copy of a state-approved vaccination card, or a Hawaii state-approved digital/smart device app), and
  • Identification bearing the same identifying information
    
    Exceptions may be made for:

• Patrons with proof of negative COVID-19 test result from an FDA approved test taken within 48 hours, and supporting identification
• Employees/contractors with proof of negative COVID-19 test result from an FDA-approved test taken within 7 days
• Children under age 12
• Individuals entering and remaining on the premises for 15 minutes or less per 24-hour day
  

Businesses which must follow these guidelines include:

• Entertainment and recreational settings, including bowling alleys, arcades, pool/billiard halls, movie theaters, museums, and the indoor portions of botanical gardens, aquariums, zoos, sea life attractions, commercial recreational boating, public and private commercial pools, shooting/archery ranges, and other commercial attractions (such as cultural attractions, go kart, mini golf)
• Restaurants/bars offering food and/or drink for on-premises consumption, including caterers, and  businesses operating seating areas of food couurts. Does not include food service establishments providing charitable food services (shelters, soup kitchens, etc.)
• Indoor gym and fitness facility operations, and activities and group physical activity classes, including standalone and hotel gyms and fitness centers, yoga/Pilates/barre/dance studios, boxing/kickboxing gyms, fitness boot camps, and indoor pools.

“Safe Access Oahu” will run for at least 60 days. For more information, see also the City’s Emergency Order No. 2021-10 and 11.
