Update Your 2018 HR Operating Systems

Do your 2018 operating systems reflect updated employment laws and guidance? Use the following HR Checklist to keep in compliance.

Effective January 1, 2018:

1. Hawaii minimum wage increases to $10.10 per hour. Be sure that you have accounted for this in your 2018 budget. This is the final increase mandated by the wage increase passed into law in 2014. See the minimum wage notice on the DLIR website.

2. Minimum wage for federal government contractor employees increases to $10.35 per hour. See the notice published in the Federal Register.

3. 2018 standard mileage rates for business expenses is 54.5 cents for every mile of business tavel driven. See the notice posted on the IRS website

4. Department of Transportation (DOT) drug testing panels must now include the four following semi-synthetic opioids: hydrocodone, oxycodone, hydromorphone, and oxymorphone, listed within the opioid category (formerly the “opiate” category). See a summary of these and other changes on the DOT website.

5. Hawaii Department of Taxation withholding tax return filing now due quarterly. The filing frequency for taxes withheld on wages is now quarterly rather than monthly for all employers, regardless of the total liability. Returns must be filed on or before the fifteenth day of the calendar month following the close of each quarter. Withholding tax payment frequency remains unchanged. See Act 007, Relating to Withholding Tax.

6. EEO-1 reporting rules. The 2017 report must be submitted and certified by March 31, 2018; the report must include data on the race, ethnicity, and sex of workers, by job category, using a workforce snapshot period in the fourth quarter of calendar year 2017 (October, November or December).
